The Russian President established a special procedure for foreigners visiting the Russian Far East including Kamchatka
The Russian President Vladimir Putin signed into law on introducing simplified visa regime in the Russian Far East involving a special procedure of entry for foreign tourists and investors.

According to the law, foreigners can arrive at any of five Far East regions where the Free Port regime is – Kamchatka, Primorsky and Khabarovsk Kray, Sakhalin Oblast, Chukotka.

In order to receive a visa, foreigners should use a special website of the Russian Ministry of Foreign Affairs and fill in the form. If the answer is positive, the visa will be provided right on the Russian border.

It takes 4 days to complete a request. A visa will operate for 30 days since its registration with permitted period of stay in Russia up to 8 days. A visa will be free.
